4: Mask Up KY
Dr Stack: And then if you look at Kentucky, we had a nice long plateau, almost three months, at about 50 new cases per million per day. Then we surged up, and we have now reached a plateau of 150 to 160 new cases per million per day. But here's the challenge: the good news is we're not exponentially growing, the bad news is, if you were to draw a line against this, we have a general upward slope which means that actually over the last four to six weeks we're losing ground, it's getting worse as we go on.
Dr Stack: The next thing is you have to get your flu shot. Flu spreads the same way can mask, you get your flu shot, there's a good chance we could shut down influenza this year. Again, if you're sloppy and careless it’s going to be impossible to know who has the flu and who has COVID, and people who are uncertain about their status are going to be subjected to a lot more needless worry, angst, and probably inconvenience, while they go through additional testing.
Dr. Stack: if you have a cough, a cold, runny nose, a fever, chills: do not leave your house, do not go to work, do not go to school. This, of all years, is not the year to be casual and spread any kind of infection, because you know what? If you’ve got a cough and a fever people aren't going to assume you’ve got the common cold, they're going to be worried you have COVID-19. Don't do it, if you're sick, stay home. If you're sick enough to need medical care, contact your primary care provider and seek advice.
Is the 15-minute test going to become available in KY? -- So the White House announced, I think it was yesterday, that it's going to be shipping a very large number of Abbott rapid tests, and there's another word that's in there, because there's been two types of rapid tests, to the country. It will be about 100 million more to the entire country. Kentucky will receive its portion based on our population. We are going to receive them all between now and December 31st.
Will the state offer any further extension on renewals of driver's license similar to what was announced in July? That order expires September 30th. -- Yes. Tomorrow, I'll be signing an executive order that allows for people to renew their driver's license by a dropbox or by mail. You still have to renew it in one of those two fashions, all the way up to February of 2021. It doesn't automatically extend
Do you have a progress report on the job Ernst & Young is doing on unemployment? -- We can provide- we will work on that tomorrow an update on E&Y's work on unemployment. It's been absolutely necessary to prevent us from falling further behind. We are gaining ground but there continue to be a significant number of claims that we are working through.
Lt. Gov: Alright, good evening everybody. I'm going to kick us off today with the Fast 4 at 4, lots of good news to share.
First is a jobs announcement. The latest company to join Kentucky's manufacturing sector is Chapin International, a manufacturer of metal compressed air sprayers based in Bavaria, New York. Chapin plans to invest nearly $5.5M, and create up to 100 full time jobs in the years ahead. The location will manufacture and distribute metal compressed air sprayers for industrial use, agriculture, home and garden, and other applications. This is a great project, located in Rockcastle County, Kentucky. Representatives from Chapin reached out to our local and state economic development teams just over two weeks ago, and the company has already found a home in an existing former manufacturing facility in the Rockcastle business park. This is a testament to Team Kentucky's dedication to helping businesses find the best fit for them, as quickly as possible. Kentucky's logistical advantages and ideal geographic location were major factors in our ability to bring Chapin to the Commonwealth. We are at the center of a 34-state distribution area in the eastern United States, with the existing infrastructure necessary for companies to ship products to customers as quickly as possible. It's one of the many advantages Kentucky offers companies, and we're glad to have the opportunity to help Chapin International business. Investments like this one from Chapin will help us to build a better Kentucky.
Alright, second up is voting. As many of you know I'm a former civics teacher and so one of my favorite things to do was to talk to my students about the democratic process and how important it is to be a responsible citizen and vote. As we all know there is record turnout expected all across the country for the 2020 general election. And as a mom, it's very exciting for me because this is the first presidential election in which Emma, Will, and Nate will all get to participate, Evelyn is the only one that doesn't get to and she's only eight months old, so. Our family has engaged in many discussions about democracy and how lucky we are to live in this country at a time when we have the right to vote. Third, we have more good news about PPE. Kentuckians have continued to answer the call in the fight against COVID-19. It is this team Kentucky spirit that makes our home so special. I can tell you that spirit of unity, despite a global pandemic, is on full display through the Commonwealth from Paducah to Pikeville, and from Maysville to Monticello. Two weeks ago governor Beshear and I visited the Department for Public Health's warehouse to show the success in securing PP for frontline workers, and other Kentuckians. As we all know PPE is a vital part of protecting Kentuckians during this pandemic and I am proud to report that, as of this week, our Department of Public Health warehouse has completed the stockpile. There is enough PPE in Kentucky for a 120 day surge. Governor Beshear has talked about the time, earlier in the pandemic, when he spent days on the phone trying to secure PPE. He will tell you, he was not sure that this day would come. This is one of the successes for Kentucky in our battle against COVID-19. Our team has worked diligently to secure the protective equipment we need in our hospitals, in our long term care facilities, and other crucial frontline jobs. We appreciate those workers, our corporate partners, and everyday Kentuckians who contributed to make sure that we could reach this point.
And last but not least, we're going to talk about Mask Up Kentucky and show some really good examples from across this Commonwealth of folks who are wearing their masks and doing the right thing.

Let's remember and think about those families, let's make sure we turn on our green lights, and let's also know when we have 1,018 cases it means we're going to lose more people moving forward. 1,018 cases is far too many. It does mean we're doing a lot of tests, and that's important; because we got to find those positives- we got to make sure that we can either quarantine them or get them the help they may need in the hospital, finding those positive cases, it helps make sure that we can get them better. But 1,018 cases is going the wrong direction. So, we need you to wear a facial covering. 1,018 cases ought to be a wake up call if last week's 5,000 almost 5,000 cases wasn't. We can't let this thing get out of control again because maybe we're tired. We know the steps that it takes and I think tomorrow we'll be back again with our revised top 10 rules to defeat COVID-19, because we probably need to talk about them more and again. But, but this mask. We really need you to where it really needs you to wear it.

And this is after it's gone through our process which can lag for five days.

I said yesterday that I believed we were at the start of a new escalation, we're certainly seeing that in today's numbers. That means we got to work harder. Now this is a war and we've won many battles. We can't walk away from the battlefield. We can't stop doing what it takes and I really need your help. In the Fall, and I think Dr Stack, who's back with us today after getting a week off, which I know is needed, will tell you that right now, moving into the fall, has the potential to be the most dangerous time we have seen in Kentucky. And it doesn't have to be, because we know that there is a vaccine in our future we just have to get to the point where we can prove that it's effective and deploy it to enough people. So are we willing to do what it takes to protect one another, until that point in time? I think that answer is yes, but we’ve got to prove it. Alright, I'm gonna ask Dr Stack to come up. He's got a couple of different things to come over to go over and then we'll answer questions.
Thank you Governor, it's good to be back. And I know that the people watching this will appreciate it was nice to go somewhere where no one recognized me for a change. So, I enjoyed my time away. I have a few updates I want to go over, So I'm going to start with the schools. So, for K-12 schools yesterday was the first day that the self-reported data from the schools went live as a public dashboard. So this was a screenshot that I took before I came here, you'll see a huge spike up on the data on the right hand side, that's what you would expect. In the interest of clarity, the schools were asked to report yesterday, the 28th, data for the first 24 hours. So information reported them in the last 24 hours, I didn't want to- this was not a tag; you're it moment, I'm not trying to go back in time, we're going to get a new steady state as we go forward. So, people may have had folks in quarantine last week or new cases last week that won't be captured here, it's a snapshot in time and it's beginning on Monday, the 28th. As I understand that we have about 2,000 K-12 schools in the state of Kentucky, that's public and private, of those we have about 1,700 plus in our database so far. Those who are not in the database we're getting outreach and emails. Thank you, we appreciate that, and we expect it, and we will add you if your name is not presented the way you want it presented, we will update those things. So we're working through those details, but it just went live yesterday.
We have over 1,300 schools who have reported data into this. So I'm satisfied that this is a good first step, but clearly when we're little over 1,300 reporting, when I just told you there's almost 2,000, we've got a ways to go. But for being only the second day that we've been doing this, thank you very much, I appreciate the effort. For those in the general public and for those who work in schools, K-12, this is a tool for you, more than anyone else. So we have other surveillance tools that I'll use for public health and I will definitely look at this but this is for the public. For those of you who have children in K-12 schools, you should be able to go here, you should be able to find your school by name, and you should be able to find the data that they've reported. If you don't find data here, I encourage you to call the school and ask them and enquire and work in partnership with them. Remember we get through this better if we work together. No one wins when we're pointing fingers at folks. This is all about trying to be honest, as open as we can, acknowledging the data, as we understand it, and being honest about that, and working together in good faith. So this is a tool for the public to try to help you be informed, at least in some closer to real-time situation as to what's going on in the school. We will report that the dashboard will update every morning with data from all the way through the previous day. And that's how that will be updated, and we'll go from here and see how that progresses over time,
Those of you who saw me discussed this a couple weeks ago will recognize this. This is the color-coded metric-based dashboard for schools to determine the mode of instruction they should be in for school. The way this works, you're supposed to look, if you're a superintendent or someone responsible for school, every Thursday we recommend it at eight o'clock at night because we update this around dinnertime or late afternoon every day. You look Thursday evening at the map that we have on our website, I didn't put the map in here, it's published right on the main page of the website every single day, you match the color of your county to the color on this map, it's that simple, and then you do the things that are down the column. Now those are recommendations and folks have asked for these recommendations or these requirements. So, the reporting I just talked about, and a metric along these lines, part of this comes from a KRS statute that talks about how schools behave during epidemics. This is all to give public health guidance so that superintendents can decide whether to have their students in person, virtual only, or hybrid instruction, and there are instructions and guidelines down there and a wealth of KDE documents. The Kentucky Department for Public Health continues to work with the Kentucky Department for Education so thank you for that partnership. We did make one change to this today, and this rests with me. I did not like that in some states, they used a 14 day criteria that when they closed to in-person instruction, they had to shut down for two weeks. I wanted to use the metric as much as possible to guide decisions to open and close and not pick, you know, an arbitrary number of 14 days. So I put in there, instead of a 14 day metric that when you hit the red level which is a very high level of disease that you had to get back down to yellow before you should consider resuming in-person instruction. I described that as Chutes and Ladders you hit a long chute and if you remember that game and you went down a couple levels. I have removed that part so now you just follow when you check on Thursday night whatever color, your county is what you should do for the following week, and you don't have to get back down to yellow. I have said from the beginning, it is not our intent to strand people in the wrong categorization. The tool is intended to identify when the disease is particularly active in your community, the entire community, that involves K-12 schools but it also involves nursing homes, and businesses, and also restaurants, and bars, the whole community has to come together- it's a community based problem, and the community has to come together to do what needs to be done to improve the situation. So the one change we made today was you don't have to go all the way back down to yellow to consider resuming in-person instruction. But we do strongly urge you to read everything that's on there, follow the guidance that's posted. And I have to place this in context before I go to my next slide. We have to take this seriously folks, it's about to get colder, people are going to go indoors more, the disease is still out there. Every place, every place on the planet Earth where people have gotten lazy and lax about following the things we recommend has seen a surge in disease, every place. And we've had some improvements in hospital care and some improvements in treatment, but we have not had any massive breakthroughs. So we are in a position where if we take our eye off the ball, we're gonna get in trouble real quick, and I'll make that point on the next slide.
So you've seen me use these, those of you who watch these briefings on a regular basis, over and over. This is from the 91-Dovic, the COVID-19 backwards website. And what it shows is, adjusted by population, the number of new cases per million people in your state on the seven day rolling average. So if you look New York got smacked hard and badly at the beginning, in fact to this day it's one of the areas that was the hardest hit in the entire United States and probably in the world, other than maybe Wuhan in the very beginning. New York has still managed to keep their disease burden relatively low, but even New York is still running that line down there, I think it’s at 50, so it's still running active disease, but it's much more suppressed. If you look at Kentucky, we're at about 152, now actually 160 new cases per million people per day. You’ll have to take my word on this, is really hot, that's running very hot. Remember this is a disease that when it gets out of control it starts to double rapidly. And so, the little simple math here you go from one to two to four to eight to 16 those numbers are still relatively small. When you go from 150 to 300 to 600 to 1,200 those are big numbers. So as you start getting those bigger numbers, that's more people sick, and after people get sick, hospitalizations follow, and after hospitalizations, that's when you can have deaths. And so what I put in here is New York as the red line. Who's relatively well controlled by comparison, if you were looking at Germany, on a different map- I can't put those that I found yet on the same map, countries and the States. If you were to take Germany, New Zealand, South Korea places that have lowered the disease and really kept it there, they would belong down near that black line at the very bottom. They've controlled the disease so well that in that country- if you didn't follow the rules you could walk out in public and you'd have a very low likelihood of getting sick but the reason it's that safe, is because they followed all the rules and they kept things closed down so that people in those countries are remarkably safe. But it's because they have very strong adherence to the things we're recommending be done. So, the US overall is the orange line. And if you look, we had a surge in the beginning, and a plateau and a surge and then it came back down and now it's on the upswing. I don't remember the latest data but as recently as the last 48 hours there were at least 26 states who are having a noteworthy positive increase in cases.
And then if you look at Kentucky, we had a nice long plateau, almost three months, at about 50 new cases per million per day. And it's getting worse at a time that schools are going back into session, colleges and universities are in session, bars and restaurants are open. Remember we said we tried to take a multifactorial decision making approach to this, we looked at a lot of different things, we recognize the importance of the economy, and people's wellness, and being at work, and activities, but we can't afford to let this get out of control. Here's the thing for those who like casino metaphors, the house always wins. So here's the thing: people may flaunt the rules and disregard the rules and you know what? You may luck out, and it may work out okay. But the bug, the virus, is the house here. I don't know what county, or what city, or where, but if we ignore the rules someone's going to get bitten and they're going to get bitten bad. I don't have to guess on that, I can tell you that with absolute certainty: Everywhere that people got sloppy the virus got out of control and took a lot more lives. So please, when I talk about these wrap up points I'm going to make here, please take this seriously. I hope you've seen over the last six to seven months, we have gone through a period in the spring where there was so much we didn't know, and there was legitimate reason to be terrified of what could happen. And now we've gotten into this phase where we know that if we take certain simple steps that we can control the spread of the disease. Now people are really tired of this, they're fed up with hearing about this stuff, and they want to get back to their lives, but I'm going to tell you, that's not happening until we get to some time next year and probably not until past the summertime, because even when we get the vaccines- and I'm glad that things have gotten revised at the federal level because now it's aligning with what I was saying for weeks before, is that we're not going to have sufficient amount of quantity of vaccination materials to get everybody until we get to the summer or beyond next year. Hopefully we'll get something in late December or early January, but it'll be a small amount and it will be for the highest risk or highest targeted individuals, and then we'll move forward from there. And when we get to a better place where we have more information and it's appropriate we'll update you on vaccination plans, which we're actively working on too. But until then, we've got to wear masks, we have to physically distance more than six feet, you have to wash your hands. You've got to do three other things, if you have a cough, a cold, runny nose, a fever, chills: do not leave your house, do not go to work, do not go to school. The United States apparently ordered 200 million doses of influenza vaccination this year which is higher than the 170 million they did the year before and even that was apparently a peak of sorts. You have to go out and get your flu shot. Let's make sure we use all those doses and force the government to order more of them, because if you get the flu shot, it's going to reduce the burden of flu. Spring collapse & Revolution
The Western Front is entering its final phase. The Germans break through the Anglo-French defenses. The CGT, led by the zealous anarchist Émile Pouget, went on a general strike. Foch was replaced by Pétain. The fighting spirit is insignificant in the army, soldiers do not want to die and dissert. And so the Germans surrounded Paris, preparing to cook it in a ring, the Austrians occupied Marseilles, the government moved to Orleans, and the Socialists and Syndicalists held a demonstration in support of the rebels. Initially peaceful, with the participation of radicals led to the capture of the city administrations of Lyon, Dijon, Saint-Etienne. Apart from this and the short strike, this demonstration was not remembered for anything. The military continued to disobey orders from senior management. During the month in Paris there were centers of "class" struggle, which complicated the situation. Having asserted that the fall of Paris was inevitable, on October 4, 1919, the French went to Versailles to sign an armistice with the Germans (read the surrender). According to him, the northeast of France was occupied by the Germans (the Austrians at that time left Marseilles, Italy is more important), they also captured Paris "for the sake of stability", and ordered the French army to demobilize. Well, to pay reparations, of course. If you think it's all like 1871, you're damn right! As the Kaiser and his own guard marched on the Champs Elysees, the French were horrified and disgraced, demoralized and enraged. The fiasco of revenge turned into riots, mutinies, with ever-increasing strikes. Both the Briando government, which had just begun its work, and the aristocracy with the bourgeoisie, probably for the lack of help from France, were to blame. The Socialists/Syndicalists boycotted the parliament and declared themselves allies of the CGT. Eventually, on November 1, the Treaty of Versailles was signed, a peace with harsh, degrading conditions that finally leveled old France in the eyes of the people. On November 3, the CGT issued an ultimatum against the still unmobilized soldiers and expressed confidence in those who did so. The general strike successfully spread to most of the country. Law enforcers and protesters turned against each other. Cities became fronts. The factories became rear. The country became an arena of battle. A picture emerged, more majestic than 1789, and bloodier than 1871: the French returned to each other and threw down their knives. The revolution began.
Bloody Winter
Now soldiers, workers, peasants and burghers, who a few months ago were still fighting together, have met in the arena. The lower class, which took the overthrow of the "enemies of the proletariat" seriously, was joined by previously deserted soldiers. In the first week they managed to occupy Lyon, Limoges, Dijon, Bourges, Rouen and a dozen other cities. Given the joint disorganization of the French army, the first seemingly clear attack took place on November 22 at Vichy (22,000 revolutionaries against 21,000 soldiers), where Barthelemy's units repulsed the rebel attacks with equal force. Other divisions either obeyed the Syndicalists or fled to the southeast, where they tried to organize a fragile line of defense. December continued the beating of the Republic: La Rochelle, Angers, Nantes, Perigueux, Nevers came under the control of trade unionists. Also in December, the SFIO established ties with the Bolsheviks, which allowed it to seize leadership in the Third International after the fall of Moscow and the Soviet regime. As of January 1, CGT received Aquitaine, Toulouse, Auvergne, Burgundy, Limoges and Poitou. It is also worth mentioning the anarchist republic in Saint-Lo, where Raymond Pericat (a supporter of the Bolsheviks) organized the dictatorship of the proletariat during October-December, until he was bribed for a position in the Committee of Public Safety. Or maybe he did not see Nestor Makhno? The strong helplessness of the Provisional Government can be explained by the lack of a strong leader. Aristide Bryand, although a socialist, was unable to reach an agreement with both the CGT and the Germans. We don't have to talk about the rest of the government. The only thing it managed to do was move from Orleans to Marseilles and defend itself with dying stocks, people still ready to fight for the Third Republic ... and what's the point of fighting for it? This view was confirmed by the battle of Avignon on January 29 (15,000 revolutionaries against 12,200 military), which ended not in favor of the old democracy. Although it was more like a beating, uneven sparring. There was no other way out but to flee. From February 1 to 4, about 100,000 combatants, as many refugees, the elite and the navy were evacuated first to Corsica and then to the Algerian departments. The participants in the events will call the farewell to their homeland (they considered it temporary) an "Algerian Voyage" (Voyage d'Algérien). On February 5, everything was over - the revolution won. Mainland France was wrapped in the Red Flag.
Aftermath
In March, a French delegation traveled to Compiègne to sign a peace treaty with Germany. The Syndicalists confirmed the previous agreements and handed over the rest of Lorraine to Germany, and Dunkirk to Flanders-Wallonia, fortunately, the civil war hindered the realization of German ambitions. On the afternoon of the concert the following message was posted at the Jamiroquai facebook page: Due to a tragic accident at the Halle Toni Garnier Arena, the gig at Lyon on 24th March (tonight) is regrettably cancelled. The band were shocked and saddened when told the news, and out of respect immediately felt the right decision was to cancel the show. A police investigation is taking place which would also have prevented the show from happening. We know how disappointed fans will feel, but can only say at this point, the gig will be re-arranged and we will have news of the revised date as soon as possible.

This concert was cancelled at the very last minute and the following statement was made the following day. Jay Kay would like to apologise to disappointed fans for the cancellation of last night's show in France. Jay's on-going groin injury has been diagnosed as a hernia which will be need to be operated on later in the summer. Following an MRI scan last week specialists had advised rest but Jay has insisted he wants to try to finish the current run of dates. Doctors have said that provided he manages the pain sufficiently he can continue performing if he feels able. During the course of the past two days the pain flared up again and yesterday he reluctantly decided he did not feel he well enough to perform last night. After two days rest he is hopeful he will be able to complete the remaining 4 shows of the current run, including Toulon tomorrow night. Jay said "I would like to thank fans for their understanding, this is a very frustrating injury and some days the pain is just too extreme to perform to a standard I believe is acceptable. I promise I will do my best to come back out again soon when I'm fully fit and am optimistic I'll be able to pull off the remaining shows of the run."

Such covers were going through a rough patch even before the new coronavirus took the world by assault. For months, insurance buyers have been complaining that capacity for coverages such as contingent business interruption and non-damage business interruption had been slashed by carriers. Even when buyers agreed to pay higher fees for lower limits, some programmes could not be renewed. What was very much a niche debate about tailored coverages has now reached the news headlines. It has become clear for thousands of business owners in the US and Europe that their business interruption insurance will not pay for financial losses incurred by mandated closures during the pandemic, even in cases where they do not require direct physical damage. The prevalence of pandemic exclusions in business interruption coverages means underwriters will avoid huge losses caused by a global risk whose impact is set to be unprecedented in times of peace. But they will also generate plenty of customer dissatisfaction, litigation and even the risk of ex post facto legislation from governments, which may force the hand of the insurance industry. “While insurance companies’ direct claims exposure may be limited, we believe the sector as a whole faces the risk of reputational damage in the event of widespread non-payment of business interruption claims related to the coronavirus outbreak, as some policyholders may not be aware infectious diseases were excluded,” rating agency Moody’s warned in a recent note. Legislative push The most worrying signs of a push-back against pandemics exclusions have appeared in the US, where a number of states, which have autonomy to legislate on insurance matters, have started to discuss or even propose measures to broaden the coverage of existing business interruption contracts. Legislators in New Jersey, Ohio and Massachusetts have proposed bills to determine insurance companies cannot deny claims for business interruption because Covid-19 is a virus, even if there are viral exclusions written in the policy. The measures are intended to benefit small businesses like restaurants and bars and would be limited to times of national emergency. The impact on the insurance industry, however, could be huge, especially if other, larger states follow the lead. On March 30, for example, New York legislators lodged a similar bill. “Notwithstanding any provisions of law, rule or regulation to the contrary, every policy of insurance insuring against loss or damage to property, which includes the loss of use and occupancy and business interruption, shall be construed to include among the covered perils under that policy, coverage for business interruption during a period of a declared state of emergency due to the coronavirus disease 2019 (Covid-19) pandemic,” the bill advanced by New York Assembly members Robert Carroll and Patricia Fahy said. Legal experts expect these efforts to be challenged. “It is likely additional states will follow New York’s lead and introduce similar bills. These bills, if passed, will undoubtedly face legal and constitutional challenges by the insurance industry,” insurance attorney Alan R Lyons from Herrick Feinstein, says. Insurance associations in the US have also been pressed by Congress members from both main parties to relax the interpretation of exclusions in business interruption policies. Insurance associations across the US and Europe have been firm in respecting policy wordings and resisting spur-of-the-moment decisions that could compromise the financial health of the industry. In the face of a potential public backlash, American insurers are showing particular care in evaluating claims linked to the coronavirus outbreak, according to Dave Chmiel, senior vice-president and national director of claims in the US at Hub International. But so far they do not seem to be bowing to the pressure. “Pandemic exclusions are in place and carriers are not wavering,” Chmiel says. “Although carriers are not putting out white papers on decisions, they are standing ground and being consistent. If there is a denial from one carrier, other carriers will have the same interpretation. Business interruption policies that have a pandemic endorsement are being reviewed for specific exclusions that may alter coverage.” Market tightening Although the coronavirus crisis has highlighted the importance of business interruption risks without direct physical damage for businesses of all sizes and sectors, the negative publicity is not likely to help the development of the contingent business interruption and non-damage business interruption segments. Both segments were slowing down as the market hardened, particularly in the case of contingent business interruption. “Contingent business interruption limits that have been offered during the soft market period were not sustainable. In the last couple of months the corporate insurance industry, mainly pushed by large losses and poor financial performance, increasingly focuses on technical underwriting and pricing to ensure a sustainable approach when offering contingent business interruption capacity,” Thierry Portevin, global head of property at Allianz Global Corporate & Specialty (AGCS), says. “Non-damage business interruption capacity is more or less stable on a relatively low level. These are highly bespoke solutions and previously there has only been moderate demand from businesses.” Any expansion of capacity, particularly after the pandemic, will depend on buyers investing in better understanding their risks and accepting that carriers will be wary of protecting their supply chains without a very good idea of the exposures. “The leading companies in this area have established well-balanced regional and international strategies across the globe which limit their fragmentation and retain manufacturing business functions and know-how in a number of international hubs,” Alberto Barani, head of Allianz Risk Consultants Italy at AGCS, says. “Quantitative awareness about the impact of an adversity on the company is key to taking the necessary steps for effective business interruption risk management.” Some initiatives in this area are already under way. French car part group Faurecia, for example, has launched a supply chain risk management initiative to gather information about physical risks, such as fire and natural hazards, at suppliers’ production sites by using geolocation technologies. It has already collected data on 700 business external sites and the goal is to develop it on a broader platform where data (and also costs) are shared with other companies in the automotive production chain, according to the company’s head of insurance, Michel Josset. Barani says: “From an insurance perspective we would welcome an independent benchmarking or common standards of business continuity and supply chain risk management as the approaches differ from sector to sector and company to company.” But that does not mean such careful work will help buyers to obtain pandemic-related business interruption solutions. In fact, pandemic exclusions became more common in the aftermath of the Sars crisis in the early 2000s, which was a much less severe health catastrophe than the ongoing one. Insurers also point out the few pandemic endorsements that were available in the market before Covid-19 attracted little if any interest from buyers. “The insurance industry will hardly be able to offer meaningful capacity to their clients for pandemic events. Even the few and very expensive coverages that are available in the market don’t offer much support to insureds in the current coronavirus crisis,” Portevin says. “The only sustainable solution for pandemic risk coverage is based on a collaboration between insurers, policyholders and governments or capital markets – for example, via a pool solution like already available in some markets for nuclear risks and terrorism.” In the US, ideas have been put forward to include pandemic risks in the Terrorism Risk Insurance Act, the state-sponsored insurance mechanism that provides a backstop for claims linked to terrorist attacks. Solutions based on insurance-linked securities vehicles and other capital market channels are also under discussion, but any such outcome would be likely to take a long time to become a reality. Litigation begins In the meantime, insurers and their clients should be prepared for a period of fraught relations. Chmiel says he is instructing his clients to file all their claims as quickly as possible, with the highest level of information and the smallest margin for discussion, as the situation at claims departments will become ever more complicated in the near future. The goal must be avoiding litigation, which will increasingly prove complex and uncertain. “If this goes to the judicial system, it is going to take a long time to get a decision,” Chmiel says. “We are talking months, probably years down the road before anything will be decided. It will be a pretty laborious task with an uncertain outcome.” Nonetheless, in the US at least, litigation has already started, with restaurant chains and at least one casino going to court in a quest to trigger their business interruption coverages because of the pandemic. All risks policies could be open to creative interpretation by the courts. The fact many closures can be interpreted as a result of decisions by civil authorities, which is covered by some wordings, could further complicate matters. And some courts may decide the presence of coronavirus in an insureds’ premises could count as “physical damage”, according to law firm Clyde & Co, affecting all kinds of business interruption insurance. Brokers warned the interpretation of business interruption cover will become a critical issue in the industry. “This will be a hotly debated subject that will run for some time yet,” Jason Sidgwick, an energy and mining claims specialist at Miller, says. “If governments and courts do support such claims, it would have huge ramifications for the whole market, creating a massive exposure for insurers.”

The Gig Mill and Shearing Frame - The introduction of machinery into the dressing of cloth aroused dissension as early as the fifteenth century. A Statute of 1495 forbade shearmen to use "instruments of iron" in place of "the broad shears" and a Statute of 1551 prohibited "gig mills" for raising the nap. The latter prohibition does not appear to have taken effect, or Charles I. found occasion to issue a proclamation against them, and a Report on the Decay of the Cloth Industry, dated 1640, alluding to the frequent use of gig mills, "now called mozing mills, for avoiding the penalties of law," states that these "engines" still required to be suppressed in Gloucestershire "about Stroudwater." A writer in 1803 remarks that the gig mill had been employed in Gloucestershire and Wiltshire for dressing white cloth "longer than anyone can remember," although no strict proof could be adduced to identify this machine - which contained a cylinder covered by teasles - with that mentioned in Edward VI.'s Statute. The saving of labour was said to be very considerable, a machine managed by one man and two boys doing the work of eighteen men and six boys. [William] Lee was a curate at Calverton when he is said to have developed the machine because a woman whom he was courting showed more interest in knitting than in him (or alternatively that his wife was a very slow knitter). His first machine produced a coarse wool, for stockings. Refused a patent by Queen Elizabeth I, he built an improved machine that increased the number of needles per inch from 8 to 20 and produced a silk of finer texture, but the queen again denied him a patent because of her concern for the employment security of the kingdom's many hand knitters whose livelihood might be threatened by such mechanization. The queen said to Lee: "Thou aimest high, Master Lee. Consider thou what the invention could do to my poor subjects. In Limehouse, on May 10th 1768: Charles Dingley’s wind-powered Sawmill was burnt down by 500 sawyers who claimed it was putting them out of work. This was a highly organised act; decided on collectively beforehand. When the sawyers marched on the Mill, Christopher Robertson, Dingley’s clerk, confronted the crowd and asked them what they wanted. “They told me the saw-mill was at work when thousands of them were starving for want of bread. I then represented to them that the mill had done no kind of work that had injured them, or prevented them receiving any benefit. I desired to know which was their principal man to whom I might speak. I had some conversation with him and represented to him that it had not injured the sawyers. He said it partly might be so, but it hereafter would if it had not; and they came with a resolution to pull it down, and down it should come.” The mill, the first steam-powered sawmill to open in London, had been operating since early 1767, but the installation of new machinery there during a slack period in the trade when large numbers of sawyers were out of work pushed them into action. ...infuriated woollens workers from the nearby textile town of Darnetal estimated at 200-300 strong broke through the picket of royal troops charged with guarding the bridges over the Seine River. Arriving in the manufacturing faubourg of Saint-Sever, these hand workers destroyed or burned English and English-style machines in the district's warren of workshops and proto-factories. The large and newly formed establishment of Debourges and Calonne & Company, which made cotton velours, was invaded by 300-400, who had to break down the heavy wooden front door with paving stones to get at the machines. Thirty machines were demolished and the cording section of the enterprise sacked before the firm's own workers repelled the mob with weapons distributed by the owners...Despite such spirited defense of new machinery, hundred of spinning jennies and a number of recently constructed carding machines were wrecked before the city's militia arrived to confront the crowds. Five were killed in the clash... Martial law was declared after another series of riots in Rouen and Sotteville led by artisans... machine breaking took place in Lourviers... Violence spilled northward into Picardy. Machines were destroyed widely in and around the woollens center of Abbeville where still English competition after 1786 had agitated a formerly docile, rurally based manufacturing labor force. Popular unrest in northwestern France often featured intermittent machine-breaking. In July 1789, such activity was closely related to food shortages and to dissatisfaction with the political leadership of the city of Rouen. However, by October, according to a respected member of Rouen's legal community, artisanal mobilization stemmed almost exclusively from hatred of "the machines used in cotton-spinning that have deprived many workers of their jobs." The Luddite movement—named after a supposed Leicester stockinger’s apprentice named Ned Ludham who responded to his master’s reprimand by taking a hammer to a stocking frame—began with the destruction of machines in the British lace and hosiery trades. Over the next few years the Luddites generally destroyed only machines that they considered innovations or that threatened employment. The British government took an increasingly stern view of any attempt to halt the force of technology and deployed troops against the rioters.

The Swing Riots were a widespread uprising in 1830 by agricultural workers in southern and eastern England, in protest of agricultural mechanisation and other harsh conditions. It began with their destruction of threshing machines in the Elham Valley area of East Kent in the summer of 1830, and by early December had spread throughout the whole of southern England and East Anglia. The first threshing machine was destroyed on Saturday night, 28 August 1830 and, by the third week of October, more than 100 threshing machines had been destroyed in East Kent. As well as attacking the popularly hated threshing machines, which displaced workers, the protesters rioted over low wages and required tithes, destroying workhouses and tithe barns associated with their oppression. They also burned ricks and maimed cows. The rioters directed their anger at the three targets identified as causing their misery: the tithe system, requiring payments to support the established Anglican Church; the Poor Law guardians, who were thought to abuse their power over the poor; and the rich tenant farmers who had been progressively lowering workers' wages while introducing agricultural machinery. If captured, the protesters faced charges of arson, robbery, riot, machine breaking and assault. Those convicted faced imprisonment, transportation, and possibly execution. The Swing Riots had many immediate causes. Prof. J. F. C. Harrison believed that they were overwhelmingly the result of the progressive impoverishment and dispossession of the English agricultural workforce over the previous fifty years, leading up to 1830. In parliament Lord Carnarvon had said that the English labourer was reduced to a plight more abject than that of any race in Europe, with their employers no longer able to feed and employ them. The name "Swing Riots" was derived from Captain Swing, the fictitious name often signed to the threatening letters sent to farmers, magistrates, parsons, and others. He was regarded as the mythical figurehead of the movement.('Swing' was apparently a reference to the swinging stick of the flail used in hand threshing). Elias Grove’s wheat-threshing machine was destroyed in a fire in Baltimore. Ten days later a letter arrived with a warning: “Mr. Grove: You will stop your other machine or next will be your life. We intend to stop steam threshing. We do not get enough work through the Winter and Summer.” A number of U.S. farmers had received similar threatening letters in the 1870s.

The introduction of machinery in La Ferme cigarette factory led to a serious riot Saturday. The employes, who believed that the use of machinery would throw many of them out of work, smashed the machines and hurled the fragments out of the widows. They also threw a large quantity of cigarettes and manufactured tobacco into the streets. The police, aided by firemen and headed by the prefects, suppressed the riot and arrested a great number of the employes and their sympathizers, who aided them in the demolition of the machinery ana the destruction of other property. Members of the Culinary Union in Las Vegas voted to authorize a strike if contract negotiations with casino operators failed to address concerns including job security and retraining regarding automation. “We support innovations that improve jobs, but we oppose automation when it only destroys jobs,’” said Geoconda Argüello-Kline, the union’s secretary-treasurer. Trivia: The Stade de Bordeaux is a new stadium build for the Euro 2016 and the replacement of the old stadium of Girondins of Bordeaux, Stade Chaban-Delmas, that hosted the 1938 and 1998 World Cup. This stadium is the cheapest of the 4 new stadiums. It has been designed by Herzog & de Meuron, architects of the famous Allianz Arena, and features a "floating" roof supported by 900 stranchions. In september 2015, the stadium has been named "Matmut-Atlantique" for 10 years and a price of € 2m per year.

Trivia: The stadium was build back in 1932 by unemployed workers that found explosives shells and grenades during the construction. The stadium can accommodate the whole population of Lens and will still have more than 2,000 empty seats. It has the particularity to be the only stadium in France that has its supporters kop in the side stand and not in the curve as usual. It has been the location of a scene in the movie "Bienvenue chez les Ch'tis", leader of the all-time French box-office, where you can hear "Les Corons", famous song sung by Lens fans.

Trivia: The Stade Pierrre-Mauroy is a new stadium build for the Euro 2016. It is the only stadium in France to have a retractable roof that can be closed or opened in half an hour. It also has a retractable pitch and can be used as a sporting arena. Trivia: The Stade de Lyon is a new stadium build for the Euro 2016 and the replacement of the old stadium of Olympique Lyonnais, Stade de Gerland, that hosted the Euro 1984 and the 1998 World Cup. Trivia: The Stade Vélodrome is named after the cycling track surrounding the pitch when it first opened in 1937. The stadium has hosted many sporting events during its history such as tennis, field hockey, boxing, motorsports, handball, boules, greyhound tracks, baseball, US football and cycling. It is the only stadium, beside the Parc des Princes, to have hosted the 5 international football tourmanents in France (1938 and 1998 World Cup, Euro 1960, 1984, 2016). Before the renovation, the stadium was roofless and opened to the elements and to the "Mistral", a famous wind blowing in the southeastern France.

Trivia: The Stade de Nice is a new stadium build for the Euro 2016 and the replacement of the old stadium of OGC Nice, Stade du Ray. The National Sports Museum is located in the stadium and was opened in 2014 after being moved out from Paris. The stadium has been named "Allianz Riviera" for 9 years and a price of € 1.8m per year. It is environmentally friendly with more than 4,000 solar panels and its own geothermal installation for heating drawing over three times its own energy requirements. The stadium also uses rain water channelled from the stadium roof into four collection reservoirs for pitch watering.
Trivia: The Parc des Princes used to host the national cup finals and be the national team stadium before the construction of the Stade de France. It also hosted 54 Tour de France finish. The stadium of the Stade Français (Parisian rugby team), Stade Jean Bouin, is right next to the Parc des Princes less than 100 meters away. The Paris ring road goes under the Parc des Princes and the Stade Jean Bouin through the Parc des Princes tunnel. The Parc des Princes pitch has been awarded "Best Ligue 1 Natural Pitch" the last 2 years thanks to Jonathan Calderwood, former Aston Villa's groundsmanager. After the Euro 2016, the Parc des Princes will be extented to a 60,000 capacity.

Trivia: The Stade Geoffroy-Guichard is named after the founder of the Casino retail chain. The nickname of the stadium is "Le Chaudron" (the Cauldron) due its reputation for the atmosphere. The stadium was build on old mine tunnels next to a steel factory and in the early days of the stadium, fumes from the factory's chimneys were known to drif across the pitch. The "Musée des Verts" located in one of the stadium's stand and showing the history of the Saint-Etienne club is the first museum in France dedicated to a football club. The museum exhibits the famous square posts that deny Saint-Etienne 2 goals (Dominique Bathenay long shot; Jacques Santini header) in the 1976 European Cup final against Bayern München in Glasgow.

Since november 2009, the East stand is named "Brice Taton", a Toulouse fan that died in Belgrade in september 2009 from his injuries caused by Partizan hooligans.
